In this new form, a vehicle performance improvement is defined which is related to the increasing fuel efficiency of the same vehicle technology type from year to year. Obviously, this parameter has a maximum value of 1 (default value) since a newest vehicle is assumed to have equal or better fuel efficiency compared to an older vehicle of the same Euro standard technology.
